APPROACH To ascertain the most acceptable approach to the scope and methodology in support of the application, we sought pre-application advice from the Highway Authority. Subsequently we undertook capacity analysis for the signal controlled junctions on Holmbush Road allowing for the committed developments nearby. We worked together with the client and wider project team to determine an appropriate access arrangement accounting for existing constraints and the proposed layout. The key constraints we identified included the level difference between the site and the existing public highway, and the adjacent signal controlled junction. Both a signal controlled and a priority solution was considered, at the request of the highway authority, and our final site access junction arrangements responded positively to the consultation response. We concluded that a safe and suitable site access junction arrangement could be achieved and were invited to speak in support of the proposals at committee OUTCOME An outline planning application was submitted supported by our Transport Assessment and Framework Travel Plan. The site benefitted from an existing hybrid planning permission for the wider Futura Park masterplan for 62,274m2 of employment and retail floor space. APPROACH To support the planning application, which sought to increase the existing floor area allocated to the site, from 6,000m2 to 7,434.27m2, extensive pre-planning scoping discussions were undertaken, culminating in the production of a Transport Assessment. Of key concern to the Highways Officers was the location of the access arrangement in relating to the surrounding existing and consented accesses. To demonstrate the appropriateness of the access, further technical drawings, vehicle tracking and detailed modelling analysis was undertaken following the submission of the application. This further information was provided followed by detailed discussions with the approving officers. OUTCOME Following the submission of the further technical information, the Highways Officers removed their objection to the scheme and subsequently the planning application was grated planning consent in April 2020. Following the grant of planning consent, we have been further instructed to aid in the discharge of planning conditions such as the production of a full Travel Plan and Staff Travel Pack. APPROACH An appraisal study was initially undertaken to determine the potential scale of development that the immediate highway network could accommodate, as well as the preliminary design of potential access options. The result of this work helping to inform a development proposal of 404,100m2 (4,349,732 ft2) of B1, B2 and B8 uses A Transport Assessment, the Transport chapter of an EIA and traffic calculations to support noise and air quality impact assessments were prepared to support an outline planning application., Data from the Northamptonshire Strategic Transport Model was used to assess impact across a wide network, including junctions local to Corby and more strategic connections towards Junction 7 and Junction 12 of the A14(T). Post submission we were involved in the extensive public consultation process and detailed discussions with the County Council. These discussions culminated in the agreement of a 'Monitor and Manage' strategy for the assessment and phased delivery of mitigation measures to support the development. OUTCOME Following an officer 'recommendation for approval' the council's development committee voted in favour of the scheme in July 2020. Since this time we have been involved in helping to progress the Section 106 Agreement and the preparation of material to support a number of Reserved Matters Applications. WEST POINT, BRACKNELL OVERVIEW CLIENT Britel Fund Trustees Limited Sunspeed Transport Services SECTORS Commercial LOCATION Western Road, Bracknell PLANNING AUTHORITY Bracknell Forest Borough Council HIGHWAY AUTHORITY Bracknell Forest District Council PROJECT TEAM UMC Architects Savills RELATED PROJECTS Cain Road, Bracknell PROJECT We were commissioned by Britel Fund Trustees Limited to provide transport planning consultancy services in relation to proposed redevelopment of an existing unused site, although planning permission was in place for a Data Storage Centre, to provide three industrial units for either light industrial or storage and distribution use, with a total GIA of 5,954m2. The site is located to the west of Bracknell town centre, within a predominantly industrial area along Western Road. APPROACH A Transport Assessment was prepared in support of the planning application, demonstrating that the proposals would not have a detrimental impact on the local highway network in terms of operational capacity, nor through additional on-street parking. To minimise on-site conflict two vehicle accesses were provided along with suitable on-site separation between staff visitor car parking and delivery vehicle movements. A Framework Travel Plan was also prepared for the site to support the planning application, to help support the reduced parking provision on-site which was in reflection of the sites overall sustainable location. OUTCOME Planning permission for the three units was approved in 2017. Post application, we provided support to Sunspeed Transport Services to discharge pre- occupation conditions relating to unit specific Travel Plans, which was approved in October 2020. APPROACH We initially carried out pre-application discussions with the highway authority to agree the scope of assessment, before preparing a Transport Statement to support each planning application. The key issue identified related to the impact of increased HGV movements on Sharnbrook High Street. Through the Transport Statements we demonstrated that the anticipated increase would not be significant in comparison to existing traffic flows. We also demonstrated that the proposed development would be associated with far fewer vehicle movements in comparison to the historic use of Colworth Park, where employee numbers had decreased from around 1,500 in the 1990’s to around 850 employees at the time of the application. OUTCOME The planning applications were granted permission in January 2021. We have subsequently assisted in the discharge of various planning conditions, including the preparation of a Construction Traffic Management Plan, Travel Plan and a road signage strategy. We continue to assist Colworth Park in the development of a long-term masterplanning strategy to improve the existing facilities at the site.
