The proposals comprise a total of 2,700 dwellings, a six form entry Secondary School, a four form of entry Primary School and local community hub. APPROACH TPA was initially instructed to undertake transport and access feasibility work to support the promotion of the site as part of a wider allocation in the Stroud Local Plan Review. Subsequently, TPA prepared supporting documentation, including access drawings and preliminary analysis of off-site mitigation required at St Barnabas Roundabout. In addition TPA produced a Transport Strategy and Mobility Strategy, promoting sustainable travel opportunities for the site, including a modal interchange and sustainable infrastructure provision. Following the promotion of the site it was included within the Draft Local Plan, with TPA providing support as part of the consultation process. TPA is now supporting the development proposals as part of a hybrid Planning Application, which is intended to run alongside the Stroud District Local Plan Review process. As part of the application TPA are preparing a Transport Assessment, Travel Plan and ES Chapter. In addition, TPA will be undertaking strategic modelling and detailed design of proposed access and off-site highway works. Throughout the process TPA has been in liaison with highway officers at both Gloucestershire County Council and Highways England in relation to the local and strategic transport network respectively. The proposals comprise a BREEAM Outstanding Grade A office, 37 two and three bed apartments, many with waterfront views and two waterside restaurants and space for local businesses. APPROACH TPA was initially instructed to undertake a Highways Condition Survey and detailed design work required to gain approval of the necessary highway related works. Subsequently, TPA prepared supporting documentation, including a Highway Condition Survey report and detailed highway design and construction drawings required for a Section 278 Agreement. The brief required close collaboration with the architect and the arboriculture consultant to ensure the required highway works did not adversely affect the schemes design and a well established trees within the vicinity of the site access. Discussions were also required with highway officers at Bristol City Council to confirm technical approval, and negotiate pre-construction conditions to allow for preliminary works activities of site investigation, tree felling, demolition and cliff face stabilisation works to be undertaken in advance of the agreement of the Section 278 details and discharge of the related planning condition. TONG FARM, BRENCHLEY OVERVIEW CLIENT Millwood Designer Homes Ltd SECTORS Residential LOCATION Brenchley, Kent PLANNING AUTHORITY Tunbridge Wells District Council HIGHWAY AUTHORITY Kent County Council PROJECT TEAM Onn Architecture Ltd DHA RELATED PROJECTS Turners Hill, West Sussex PROJECT We were instructed by Millwood Designer Homes Limited to assess the transport planning and highway engineering implications of a mixed-use development on the site of a former storage and distribution warehouse. The development will provide five residential dwellings, a live / work unit and two office suites. The site is in a rural location approximately 1.7km south of Brenchley village. In the context of the site’s rural setting, it was considered to be located in a reasonably accessible location. The site benefits from direct access to the National Cycle Network as well as being within walking distance of a number of Public Rights of Way. APPROACH While the development is of a limited size and would generate a positive impact on the local highway network when compared to the former warehouse a Transport Statement and Travel Plan were produced to demonstrate the accessibility of the site and that it would not have a detrimental impact on the local highway network in terms of operational capacity. They also set out how travel to the site can be reduced and where possible be undertaken by sustainable transport. The Travel Plan sets out the methods that would be implemented to promote sustainable transport use for those living at and visiting the site. The measures included electric bicycles, walking and cycling equipment, high-speed internet connections and EV charging points. In addition to the Transport Statement and Travel Plan, we provided Masterplanning and design advice concerning the site layout, including swept paths and visibility splays OUTCOME The planning application was granted planning permission in April 2023. The development will provide approximately 200,000 sqm of commercial development, and 1,200 new homes. Once developed, the site will be the UK’s leading cyber park. APPROACH In 2017, the site was allocated in the Gloucester, Cheltenham and Tewkesbury Joint Core Strategy TPA supported the applicant through the allocation process. TPA is now supporting the applicant in the preparation of a planning application., TPA has fed into the masterplan design, and is now in the process of developing the Transport Assessment. A Paramics microsimulation model of the whole of the West Cheltenham area has been constructed in order to analysis the effect of the development on the local highway network. Consultation with the Local Highways Authority and Highways England has been key to the preparation of the Transport Assessment. Sustainability is at the forefront of the proposed development, TPA has produced a comprehensive Mobility Strategy to set out how access to the site can be achieved via sustainable modes of transport. Cambridge Investment Partnership is a joint venture between Cambridge City Council and Hill Residential to deliver affordable housing across the City. APPROACH We initially provided feasibility advice with regards to the potential access opportunities to the site from the surrounding network including a review of the suitability of the existing access arrangement that supported the operation of the community centre. Following this, we prepared a Transport Assessment, with accompanying drawings, and Framework Travel Plan to support the planning application. The work demonstrated that the development could be accommodated within the local transport network safety and without an impact. As part of the proposals, we designed an upgrade to an existing zebra crossing to a parallel crossing to support connections on foot and by cycle into and out of the site. Following submission of the planning application, we responded to comments from the Highway Authority including updated modelling to address cumulative impact concerns. Subsequently, officers raised no objection to the development. OUTCOME The scheme was granted planning permission in 2020. The scheme comprised 100 flats, 128 student accommodation units, 2,237sqm of flexible retail/ commercial/business floorspace, together with parking, landscaping and significant improvements to the public realm. APPROACH We have initially prepared a Scoping Note to gauge pre-app response from Hampshire County Council and then the Transport Assessment and Travel Plan in support of the planning application. TPA also took part in the Design Team Meetings and a pre-application meeting with officers at Rushmoor Council. We have worked with the Project Team and provided input to the design of the masterplan, including the Site access strategy. A justification on the proposed levels of car and cycle parking provision for all the components of the scheme were provided in support of the application (residential, commercial, student accommodation). This took into consideration the high accessibility by walking, cycling and public transport and the local standards. Particular attention was paid on the justification of the car free nature of the student accommodation units. OUTCOME The Transport Assessment concluded that the proposals were in line with National, Regional and Local Policies and, overall, would result in a beneficial impact on the local area. The development proposed 640 new homes, 5,000 sqm of office-led employment space, a two-form entry primary school and a new country park. APPROACH Following a draft allocation in the Wiltshire Site Allocations Plan, TPA supported Bovis Homes in the preparation and submission of a planning application. TPA provided design advice on the Masterplan, through liaison with the project team and key stakeholders, including the local highway authority (Wiltshire Council) and the local bus operator (Go South Coast). TPA also prepared supporting documentation, including a Transport Assessment and Travel Plan. The methodologies of the Transport Assessment were agreed with the local highway authority through pre-application discussions. Through the Transport Assessment, the sustainability of the site was emphasised, and a sustainable transport strategy was produced to help demonstrate that the development could be accommodated on the local transport network. OUTCOME The scheme was granted planning permission in June 2020. TPA successfully negotiated the transport heads of terms that formed part of the financial obligations package contained in the Section 106. TPA is now providing advice on the phase one reserved matters application. The application received a resolution to grant planning permission in December 2019. The proposals consisted of 6 houses and 31 apartments in this urban location. APPROACH A detailed scoping exercise was undertaken with the highway authority as soon as we were appointed, to ensure we provided our client with maximum certainty from a highway perspective. During the project we provided the client with swept path analysis to provide assurance to neighbours, whilst preparing the Transport Statement and Travel Statement in support of the application. We demonstrated that the proposed vehicular access could provide suitable visibility splays and that the detailed layout being applied for catered for service and delivery vehicles as appropriate. A comprehensive review was undertaken of local amenities as well as infrastructure for all modes of transport, thereby providing the highway authority the confidence to recommend the application for approval. OUTCOME The proposals were granted planning approval and the dwellings are due to be marketed. THE WILTERN, WESTERN AVENUE, PERIVALE OVERVIEW CLIENT Amro Real Estate Partners Ltd SECTORS Residential LOCATION Perivale, London PLANNING AUTHORITY Ealing Council HIGHWAY AUTHORITY Transport for London (TfL) Transport Department of Ealing Council PROJECT TEAM Henry Construction Projects Ltd HTA Design PROJECT DIRECTOR John Hopkins RELATED PROJECTS The Meadows, Cambridge PROJECT We were instructed by Amro Real Estate Partners Limited to support a planning application for a proposed 'Build to Rent' residential development of 278 apartments to the rear of the Tesco 'Hoover Building' in Perivale, which is currently occupied by an area of car parking and the Tesco petrol filling station. APPROACH Feasibility advice was initially provided to Tesco on potential transport impacts of the project and this early work led to our appointment by Amro to support the project team through the planning process. Pre-application discussions with TfL and Ealing included a need to prepare a Healthy Streets Transport Assessment, given the then recent introduction of this new approach bt TfL. A Healthy Streets Transport Assessment was prepared to demonstrate that the change of use of the site would result in a reduction in total vehicle movements to the site and that the site should be considered to be in an accessible and sustainable location. Following submission of the planning application, consultation discussions were undertaken with key stakeholders that resulted in supportive consultation responses from both TfL and the Ealing Council. OUTCOME The scheme was granted planning permission in the Summer of 2020 and we are now working with the project team on the detailed design of the associated om-site highway modification works as well as preparation of a Travel Plan, a Car Park Management Plan, a Servicing Management Plan and a Construction Traffic Management Plan.
