The proposed development comprised a five form entry primary school and day nursery, providing 1,050 pupil placements with 163 staff members at full occupancy. The proposal also included associated transport and parking infrastructure, comprising the construction of a new access road from Mayflower Road to the north. APPROACH We developed a close working relationship with the local highway authority to derive a package of mitigation measures including the funding of bus services and the introduction of local parking restrictions. We also developed a close working relationship with the school in order to agree staggered start and finish times to mitigate transport impact, develop transport provision, car parking management plan and servicing solutions, and working in tandem with the developer to develop construction management solutions. This also allowed for temporary school accommodation on site during construction OUTCOME Planning Permission granted and construction completed. The proposed development comprises three different elements; · The refurbishment, expansion and consolidation of the existing Stonebridge Primary School from 600 pupils across two sites to form a full three form entry School with 630 pupils on the Shakespeare Avenue Site; · The construction of 27 residential houses and flats and 28 New Adult Independent Living (NAIL) units in place of the decanted school buildings; · The construction of 51 residential flats and 270 m2 GFA of open retail/commercial space well as the associated highways works; and · The construction of 22 terraced residential houses to the south of the main school. APPROACH Working as part of a multidisciplinary project team to derive a masterplan, assuring an optimum design in transport terms. We also worked closely with Brent Council officers to agree the scope and methodology of the transport strategy, helping to inform the requirements of the planning documentation. The scheme will be delivered in two planning applications with a sensitivity test of traffic impacts to link them together. Part of the wider solutions involve further Travel Plan conditions whilst proposing to introduce staggered starting times and finishing times. POLDEN BOWER SEN SCHOOL, BRIDGWATER OVERVIEW CLIENT Somerset County Council SECTORS Education Residential LOCATION Bridgwater PLANNING AUTHORITY Sedgemoor District Council HIGHWAY AUTHORITY Somerset County Council PROJECT TEAM AWW AECOM Alder King PROJECT MANAGER Simon Moody PROJECT DIRECTOR James Darrall RELATED PROJECTS Somerton Primary School, Somerset PROJECT TPA were instructed by Somerset County Council to support a major hybrid planning application comprising full details for a new two-storey SEN School creating 160 school places and outline details for up to 38 dwellings on land off Bower Lane, Bridgwater. The new bespoke SEN school allows Somerset County Council the opportunity to expand and replace their existing Elmwood and Penrose schools. APPROACH TPA were initially instructed to undertake a transport feasibility study to inform the suitability of the site. Subsequently, TPA prepared supporting documentation, including a Transport Assessment and Travel Plan to support the planning application. The methodology and inputs into the Transport Assessment were agreed with the local highway authority through pre-application discussions. The scope of work included the formulation of comprehensive Travel Plan measures to encourage the uptake of sustainable travel, the design of vehicular access arrangements, onsite parking layout, trip generation and distribution calculations and capacity analysis of the local transport network. Our input included liaison with key local stakeholders including Somerset County Council and Sedgemoor District Council. OUTCOME Planning approval was secured in May 2019. The SEN school is currently under construction and is due to open for students in January 2021. Also included in the scheme were high quality sports pitches including an Olympic standard gymnasium, rugby, cricket, netball and football pitches. APPROACH The traffic network close to the site is highly congested at the start and end of each school day, due to the proximity of local schools and the A6. We were commissioned, to address the main highway issues associated with the development and promoted an access strategy to minimise local highway constraints, with junctions on Manton Lane and Clapham Road. The planning application was, however, subsequently refused by Bedford Borough Council due to the effect of the development on the highway network and emerging local highway improvements. To support the proposals at a public inquiry we developed a microsimulation, VISSIM model of the local highway network to demonstrate that the impacts of the relocation of the school were acceptable. The model also included the Borough Council’s Northern Gateway improvement scheme, which proposed alterations to two of the main junctions in the Study Area. At the public inquiry the accuracy of the VISSIM model we built was compared with that produced for the Council with the Inspector concluding that “I consider it appropriate to take into account the benefits of the MOVA signal control system in assessing the performance of the network with the NGS in place. The TPA model does this to a greater extent than the Systra model and, therefore, its outputs are likely to be more realistic”. OUTCOME The appeal was allowed and planning permission granted. Subsequent to the appeal, we are now acting on behalf of the school to discharge planning conditions and produce the detailed design of the highway works. CST TRINITY ACADEMY, BRISTOL OVERVIEW CLIENT SKANSKA SECTORS Education LOCATION Lockleaze, Bristol PLANNING AUTHORITY Bristol City Council HIGHWAY AUTHORITY Bristol City Council PROJECT TEAM GVA BDP PROJECT MANAGER Andrew Snowden PROJECT DIRECTOR James Darrall RELATED PROJECTS Polden Bower SEN School PROJECT TPA were instructed by SKANSKA on behalf of Bristol City Council to support a planning application to provide a new secondary school for 1,220 pupils in Lockleaze, Bristol. The new school, which is to be delivered on behalf of Cathedral Schools Trust (CST), includes a 570 seater concert hall, drama studio, sports hall, Special Educational Needs centre, library, canteen and bespoke classrooms for a range of subjects. APPROACH The scope of work to support the planning application was varied and initially involved a detailed site visit to assess the site and the surrounding local transport network. Following this, the transport implications of the development proposals were considered, which included the preparation of access arrangement drawings, internal swept path analysis, forecasting parking demand and understanding servicing requirements. Sustainable travel was a key consideration of the development proposals and therefore the scheme was designed in accordance with BREEAM transport credentials, with potential sustainable transport improvements that could be implemented also identified throughout the design evolution. At the application stage, the proposal was supported by a comprehensive Transport Statement which addressed all of the highways and transport matters associated with the development. OUTCOME Planning consent was granted in July 2019 and the school is currently under construction and due to open in September 2021.
