The application comprised the following elements: a new holiday village; a reconfiguration of the existing car park; a change of use for the existing farm buildings to form ancillary back-of-house; and extension to “the beginning”; the construction of two new attractions; and the extension of the big shop. APPROACH Initially we undertook a scoping exercise with the Council to ascertain the extent of information required to support a planning application. We built upon our existing relationships and experience in working on the Haunted House planning appeal. We worked with the project team to develop a site layout, which responded to the comments from the Council and provided for the needs of the Client. We successfully justified that the addition of a new holiday village would not result in additional trips on the highway network during peak hours. OUTCOME A planning application was submitted, supported by a Transport Assessment and a new site wide Travel Plan. Following post-submission discussions and clarifications, a positive consultation response was received form the Local Highway Authority and planning permission was granted, subject to conditions. The proposals include high quality leisure provision, up to 190 new residential properties and up to 70 marina berths. Once complete, the scheme will create over 600 jobs. APPROACH TPA provided design advice on the Masterplan, through liaison with the project team and key stakeholders, including highway officers at Pembrokeshire County Council (PCC) and Welsh Government (WG). TPA also prepared supporting documentation, including a Transport Assessment and Travel Plan. The methodology and inputs into the Transport Assessment were agreed with the local highway authority through pre-application discussions. TPA’s input included a comprehensive access feasibility report, which explored a number vehicular access options, taking into account cost, the additional trips generated by the development, the surrounding topographical constraints and the design implications of taking access from a Trunk Road (A4076). The proposed vehicular access to the site was agreed in detail as part of the planning approval, following negotiations with WG and successful Departures from Standards submissions. OUTCOME Outline planning permission was secured in November 2019. Subsequently, TPA continue to work with MHPA, providing transport support to successful Reserved Matters submissions for the initial phases of the scheme, including a Costa Drive-Thru, a 100 bed hotel and 400 seat entertainment venue. The site was located on the Wormsley Estate, near Stokenchurch, Buckinghamshire. The proposals will replace an existing agricultural building and associated storage infrastructure / facilities with one purpose designed Practice Centre and associated car parking for the Garsington Opera. In addition the building will also contain associated office, storage and workshop space for the Opera as well as indoor cricket net. The site was located on the Wormsley Estate, near Stokenchurch, Buckinghamshire. APPROACH A Transport Statement was produced in support of the application, demonstrating that the proposals would not have a detrimental impact on the local highway network. An updated Travel Plan was also prepared for the rehearsal building and also to promote sustainable transport use for those attending performances at the open air opera pavilion. OUTCOME Planning permission for the site was granted in April 2020. Since planning approval we have provided detailed design services relating to the new access and also a temporary construction access. Cambridge Investment Partnership is a joint venture between Cambridge City Council and Hill Residential to deliver affordable housing across the City. APPROACH We initially provided feasibility advice with regards to the potential access opportunities to the site from the surrounding network including a review of the suitability of the existing access arrangement that supported the operation of the community centre. Following this, we prepared a Transport Assessment, with accompanying drawings, and Framework Travel Plan to support the planning application. The work demonstrated that the development could be accommodated within the local transport network safety and without an impact. As part of the proposals, we designed an upgrade to an existing zebra crossing to a parallel crossing to support connections on foot and by cycle into and out of the site. Following submission of the planning application, we responded to comments from the Highway Authority including updated modelling to address cumulative impact concerns. Subsequently, officers raised no objection to the development. OUTCOME The scheme was granted planning permission in 2020. The site will provide a Farm Park, Nature and Outdoor Activity Centre, with ancillary facilities. The proposals will concentrate on rural education whilst promoting a healthy lifestyle and will include educational and entertaining elements, combining learning with adventure and fun. The intention is to provide a mix of indoor and outdoor activities which will provide visitors with the opportunity to learn through interactive activities and play. APPROACH To support the planning application a Transport Assessment was prepared which had to consider both the phased build out of the attractions within the park along with the resulting increase in dwell time of visitors as more activities are provided. The effect of peak day visitor numbers also had to be taken into consideration given specific constraints on the local highway network. To ensure the site access arrangements are suitable for the gradual increase in the number of visitors a phased approach was agreed, which would provide sufficient capacity to accommodate the build out and use of the park. Discussions with Oxfordshire County Council also enabled the provision of land to facilitate an new off-road cycle route between Abingdon and Culham Science Park. APPROACH We worked with the project team to develop a layout, which responded to the needs of the Client. We built upon the evidence base developed as part of our work on other Merlin operated leisure attractions, including the Legoland Haunted House Planning appeal and the subsequent hybrid application, to demonstrate that the additional attraction would not result in a significant increase in additional trips to the site.. OUTCOME The Transport Statement concluded that the development proposals would comply with transport planning policy and would not result in a severe impact on the existing highway network. A positive consultation response was received from the Local Highway Authority and planning permission was granted, subject to conditions. The scheme comprised 51 new, high-quality, standalone accommodation units, known as ‘Wave Suites with associated parking on the land that was formerly used as the pitch and putt golf course. APPROACH We supported the project team in developing a site layout which met the clients needs in terms of scale and design requirements. The provision of parking was deemed appropriate to this form of development. We subsequently prepared a Transport Statement as part of a suite of documents that was submitted to Great Yarmouth Borough Council to support the planning application. Subsequently, we engaged with Norfolk County Council as the Highway Authority and provided supplementary information which minimised the off- site works required. This resulted in a positive consultation response and no objections to the scheme from the Highway Authority. OUTCOME The Transport Statement concluded that the development proposals would comply with transport planning policy and would not result in a severe impact on the highway network. Whilst the application is yet to be determined, as set out above, a positive consultation response was received from the Highway Authority. APPROACH We worked with the project team to develop a layout, which responded to the needs of the Client and fit within the parameters set out in the hybrid planning application for the ten year plan. We built upon the evidence base developed as part of the Haunted House Planning appeal and the subsequent hybrid application to demonstrate that the additional attraction would not result in a significant increase in additional trips to the site. OUTCOME The Transport Statement concluded that the development proposals would fall within the floor area permitted as part of the hybrid application for the ten year plan. A positive consultation response was received from the Local Highway Authority and planning permission was granted, subject to conditions. One of the main issues identified by the Inspector was whether that would adversely impact highway safety and the amenity of existing residents in the village. APPROACH We explained that the proposed Management Plan presented a cogent methodology for the management of staff, volunteers and visitors travelling to the Manor by car and on foot that would achieve the objective of limiting the impact of the opening of the Manor on the village. We demonstrated that implementation of the planning permission would have a beneficial impact on the transport environs of the village, and that it would reduce vehicular traffic and improve highway safety. Similarly, that a proposed new signage scheme would heighten the conspicuousness of the extended remote Manor’s Car Park and was likely to increase its use further. OUTCOME On the basis of the written representations before her, the Inspector concluded that “the proposed variation to the wording of the condition would meet the 6 tests for conditions in the Framework”. She allowed the appeal and granted a new planning permission on 7 January 2020, subject to conditions. The Inspector also determined that the Planning Authority had behaved unreasonably and granted a full award of costs In favour of the Appellant.
