The development proposals are for a 160MW solar farm in Anglesey. The proposals include energy storage which will allow energy to be stored on site at times when grid-demand is lower and exported at times of higher demand to ensure no energy is ‘lost’ and help balance the National Grid. Once constructed, the Site will generate enough energy to Power 34,000 homes. APPROACH The application is currently in the initial stages of the DNS process. TPA is currently developing the construction access strategy in conjunction with officers at Isle of Anglesey Council. To support the DNS submission, TPA will also be preparing a Transport and Access ES Chapter, as well as a Construction Traffic Management Plan. This will include technical access drawings and routing plans. Once agreed , a Statement of Common Ground will be agreed with the Isle of Anglesey Council prior to the Examination. The West Burton Solar Project is a solar and energy storage project located on land in Nottinghamshire and Lincolnshire. The Site will have a maximum output capacity of 480MW. Once constructed, the Site will provide enough energy to power approximately 144,000 homes. APPROACH The application has currently progressed to the examination stage after it was submitted to the planning inspectorate in March 2023 and was formally accepted by PINS, acting on behalf of the Secretary of State, in April 2023. APPROACH A planning application was submitted in September 2021. To support the planning application, TPA produced a Construction Traffic Management Plan (CTMP). This set out information on the forecast construction vehicle trip generation, and provided a strategy to minimise the effect of construction traffic on the local highway network. As part of the CTMP, TPA prepared access drawings and swept path analysis to demonstrate the safe access could be achieved. The rural nature of the site means that it is particularly sensitive to construction vehicles. Therefore, it was important to engage with the local highway authority early to agree the most appropriate construction vehicle route. In addition, TPA carried out both a stage 1 and stage 2 road safety audit for the scheme and are also currently providing ongoing assistance with the detailed design aspect of the Solar Farm. This is in the form of submitting a Section 278 Application to both the LHA and also National Highways. OUTCOME Planning permission was granted by Central Bedfordshire Council in May 2022. Once operational, the solar farm will provide the equivalent annual electrical needs of approximately 8,800 family homes. The anticipated CO2 displacement is around 16,000 tonnes per annum, which represents an emission saving equivalent of a reduction in 5,100 cars on the road every year. APPROACH A planning application was submitted in October 2020. To support the planning application, TPA produced a Construction Traffic Management Plan (CTMP). This set out information on the forecast construction vehicle trip generation, and provided a strategy to minimise the effect of construction traffic on the local highway network. As part of the CTMP, TPA prepared access drawings and swept path analysis to demonstrate the safe access could be achieved, and engaged with the local highway authority (Norfolk County Council) to agree appropriate access routes for the construction period. Agreeing an appropriate route was important due to the rural nature of the local roads, along with weight restrictions which prohibited some roads from being utilised. In addition, TPA provided a Transport and Access EIA scoping note. This successfully scoped out the requirement for a full Transport and Access ES chapter. TPA also provided advice to the applicant on the legalities surrounding access to the site along an existing Byway. OUTCOME Planning permission was granted in January 2021. APPROACH The project is still in the pre-application phase, but a planning application is due to be submitted later in 2020. To support the planning application, TPA has produced a Construction Traffic Management Plan (CTMP). This sets out information on the forecast construction vehicle trip generation, and provides a strategy to minimise the effect of construction traffic on the local highway network. As part of the CTMP, TPA has prepared access drawings and swept path analysis to demonstrate that safe access can be achieved. As the construction access is on a high-speed A-road, it was important to engage with the local highway authority early to agree the agree the access arrangement. In addition, TPA has provided a Transport and Access EIA scoping note. This successfully scoped out the requirement for a full Transport and Access ES chapter. OUTCOME A planning application has bee submitted and is awaiting determination. TPA has agreed many aspects of the CTMP upfront, including the access junction arrangement and construction vehicle route. Once operational, the solar farm will provide the equivalent annual electrical needs of approximately 40,000 family homes. This relates to more than half of the homes in the North Lincolnshire area. APPROACH TPA has provided technical support throughout the pre-application process leading up to the submission of a Development Consent Order (DCO) application. This has included the preparation of technical access drawings, construction vehicle routing plans, a Construction Traffic Management Plan (CTMP) a Transport Statement, a Transport and Access ES Chapter and a Statement of Common Ground. In addition, TPA has fed into the design of the scheme, including advice on access tracks through the scheme, as well as advice on public rights of way within the site. Throughout the process, TPA has liaised with the Local Highway Authority (North Lincolnshire Council) and Highways England. Two rounds of consultation have been undertaken to date. TPA has also responded to third party comments, in particular from local residents. OUTCOME The DCO is currently at the Examination Phase. TPA has an agreed Statement of Common Ground with both North Lincolnshire Council and Highways England which conclude that the measures set out in the application documents are appropriate to manage the effects of construction traffic on the Strategic Road Network. The Site is situated within the jurisdiction of both Thurrock and the London Borough of Havering. In addition, Essex County Council manages the A127, which is on the construction vehicle route. Therefore, officers from all Local Authorities were consulted. APPROACH A planning application was submitted in January 2021. To support the planning application, TPA produced a Construction Traffic Management Plan (CTMP). This set out information on the forecast construction vehicle trip generation, and provided a strategy to minimise the effect of construction traffic on the local highway network. As part of the CTMP, TPA prepared access drawings and swept path analysis to demonstrate that safe access could be achieved. The rural nature of the site, next to the village of Buplhan, means that it is particularly sensitive to construction vehicles. Therefore, TPA engaged with Officers, Councillors and local residents to ensure the most appropriate route is followed by construction vehicles. In addition, TPA provided a Transport and Access EIA scoping note. This successfully scoped out the requirement for a full Transport and Access ES chapter. OUTCOME A resolution to grant planning permission was determined at a planning committee meeting in October 2021.
