The site is situated in the centre of historic Clifton Village. Once constructed, the development will house retail across two floors, with offices above. The development is car-free, with no parking provided on site. The site has significant local importance, which meant that stakeholder engagement was key in ensuring the most appropriate scheme for the area came forward. APPROACH We provided the technical documentation to support the planning application, namely a Transport Statement and Travel Plan. Input into the design of the surrounding public realm was also provided. Key to this was demonstrating that a car free development in this location would not result in a significant effect on the local highway network. Following submission of the planning application, we worked with Transport Officers at Bristol City Council to agree the public realm improvements, including a high quality environment for pedestrians, and a new bus stop on Clifton Down Road. We have since been commissioned to undertake the S278 design and approval and construction management plans. OUTCOME The application received a resolution to grant planning permission at Committee in January 2020. TPA are currently advising on the construction phase of the development, and are providing input into the Section 278 for the public realm works. The site is approximately 7.9 hectares in size and comprises a Tesco superstore, petrol filling station, 4 large retail park style units and a courtyard-style layout of smaller retail units. The development proposal included the retention of the Tesco store and petrol station and the partial demolition of the site to enable the erection of buildings for flexible Class A uses, a Class C1 hotel use, Class D2 assembly and leisure use and flexible Class D1 non-residential institution / Class B1 business use. The scheme included a larger and more coherent parking arrangement to address existing parking issues, changes to the internal highway layout and the relocation of the existing bus stop and layover area to provide an improved access to the shopping areas for bus passengers. Pedestrian and cycle access to the site was also enhanced through the provision of improved routes and cycle parking. APPROACH Our work included attendance at two public consultation events held on site and required extensive negotiations with the highway authority regarding the predicted impact of the proposed development. In addition, there were several consultations and discussions with both the bus operator and the highway authority regarding the potential impact of the scheme proposals in relation to the relocation of the bus stop within the site. The site forms the final development on the park, which contains retail, industrial and commercial units. APPROACH To support the planning application, which sought to relocate and enlarge a Lidl store from an adjacent District Centre site to provide an enhanced retail environment and relieve the car parking congestion currently experienced in the District Centre car park. The submitted Transport Assessment included a number of scenario tests relating to differing uses of the existing store, following the relocation to the new site. Of key concern to the Highways Officers was the capacity of the access junction into Futura Park and pedestrian linkages between the existing District Centre and the new store location on Futura Park. To promoted integration between the two sites a traffic signal controlled crossing was relocated to better reflect the desire line between the two sites and highway capacity assessment was utilised to demonstrate that the development did not have a material impact on the operation of the access junction, above that previously consented for the site. OUTCOME Following the submission of the technical information, the Highways Officers removed their objection to the scheme and subsequently the planning application was grated planning consent in August 2021. The proposals included for a 3,019m² B&M store including an associated 696m² garden centre and a 1,313m² D2 gymnasium operated by PureGym. The proposals also included the provision of 205 car parking spaces and 46 cycle parking spaces. APPROACH TPA prepared supporting documentation, including a Transport Assessment (TA) and Travel Plan. The methodology and inputs into the TA were agreed with the local highway authority and Highways England through pre-application discussions. The TA included a traffic impact assessment which offset movements from the proposed development with those associated with the extant permission. The agreed methodology used the Retail Impact Assessment and a Gravity Model to establish trip distribution for the Retail and Leisure uses respectively, while also taking account of linked, pass-by and transferred trips. TPA also provided design advice on the Masterplan, including the provision of detailed access layout arrangements for vehicular and pedestrian/cycle access. OUTCOME TPA was able to successfully agree a non-material impact upon the surrounding highway network with highway officers. Planning permission was secured following planning committee in June 2019. Subsequently, TPA continued to work with Robert Hitchins and provided further planning support to a proposed Lidl store at a neighbouring site on Newhaven Road. The wider site benefits from an allocation with the Newark and Sherwood Local Development Framework for a mixed use development, of which the proposals were implementing in part. APPROACH We initially provided feasibility advice with regards to the internal arrangements in addition to the location of the proposed access given its proximity to a nearby junction. The proposed access was to be taken from a spine road to the east of the development which was granted consent as part of a separate planning application. Following this, we prepared a Transport Assessment, with accompanying access and vehicle swept path drawings, to support the planning application. The work demonstrated that the development could operate safely without an impact on the local high network. As part of this exercise, a car park accumulation exercise was undertaken to demonstrate an appropriate provision was to be provided. Following submission of the planning application, the Highway Authority provided comments on the layout which were addressed through further swept path analysis. Subsequently, officers raised no objection to the development. OUTCOME The scheme was granted planning permission in 2020. APPROACH We prepared a Transport assessment and Framework Travel Plan to support the planning application. There were a number of previously consented developments at the site, and as such it was necessary to undertake a detailed analysis of the trip attraction potential of the proposals in comparison to those, in order to determine the true impact of the proposals. This also included an assessment of linked and pass-by trips associated with the proposed foodstore, to avoid double-counting of trips already on the highway network. The Transport Assessment also included an assessment of the impact during the Saturday peak period at the nearby Arle Court Roundabout. The Arle Court Roundabout is a large signalised roundabout that lies on the A40 and allows access towards the M5. We prepared a LINSIG assessment of the roundabout and demonstrated that even with the addition of the proposed development, the roundabout would still be forecast to operate well within capacity. OUTCOME Following extensive discussions with the highway authority, Gloucestershire County Council, it was confirmed that there were no objections to the scheme on highways and transportation grounds. As Tim Hortons are legally permitted to occupy the store without the need for planning permission, the proposals simply comprised the addition of a drive thru lane. APPROACH Given the relatively small scale of the proposals in comparison to the lawfully permitted use, we prepared a short Transport Statement to examine the key transport related issues. We also provided advice and drawings to the design team in relation to the swept path of vehicles through the drive thru. Following comments provided by the highway authority, we prepared a Technical Note to set out additional information in relation to servicing and refuse collection, the level of queuing anticipated at the order points, and the potential trip attraction associated with the proposed development. Through this we demonstrated that the number of primary vehicle trips associated with the proposals would be low and would not have any material impact on the operation of the highway network. OUTCOME The planning application was granted permission on 11th August 2021 and there were no issues raised by the highway authority.
