LONDON ROAD, ALBOURNE OVERVIEW CLIENT Retirement Villages SECTORS Care LOCATION Albourne, West Sussex PLANNING AUTHORITY Mid Sussex District Council HIGHWAY AUTHORITY West Sussex County Council PROJECT TEAM Barton Willmore Thrive Architects PROJECT MANAGER Andrew Snowden PROJECT DIRECTOR James Darrall RELATED PROJECTS Land adjacent to London Road, West Malling PROJECT We were appointed by Retirement Villages to support a scheme for an 84 unit extra care retirement village to the west of London Road, Albourne. We prepared a Transport Statement and Travel Plan to support the planning application, which was refused in 2019. We subsequently acted as expert witness to support a planning appeal for the scheme in 2020. APPROACH Whilst no objection was raised to the proposals by the highway authority, the planning application was refused with one of the reasons for refusal being that the development was in an unsustainable location that “...would result in a heavy reliance on the private car to address basic day to day needs from local services and shops…” The proposed development included a number of elements aimed to make the development as sustainable as possible. This included a number of on-site facilities, reducing the need for residents to travel, along with a bespoke minibus service that would allow for residents to travel to nearby towns by sustainable means if necessary. In addition, a shop was proposed on the site providing for the day to day grocery needs of residents. This was also proposed to be made open to the public, enhancing the ability of existing residents in Albourne to travel sustainably. OUTCOME Following the preparation of a Proof of Evidence and subsequent expert witness provided by TPA at the appeal, the Inspector determined that “...the appeal scheme would be relatively sustainable in terms of location to minimise the need to travel…” In combination with evidence given by other team members on other matters, the Inspector chose to allow the appeal. INTEGRATED CARE CENTRE, MARSHALL ROAD, DEVIZES OVERVIEW CLIENT NHS Property Services SECTORS Health LOCATION Devizes, Wiltshire PLANNING AUTHORITY Wiltshire Council HIGHWAY AUTHORITY Wiltshire Council PROJECT TEAM NHS Property Services PROJECT MANAGER Simon Moody PROJECT DIRECTOR James Darrall RELATED PROJECTS Trowbridge Health Centre, Wiltshire PROJECT We were instructed by NHS Property Services to provide post-planning input to a proposed Integrated Care Centre at Marshall Road, Devizes., which formed the initial phase of a wider mixed use development. Work related to reserved matters submissions required to satisfy transport related planning conditions related to the outline approval. APPROACH Firstly, discussions were required with highway officers at Wiltshire Council to establish the approach to detailed highway design for the proposed access road serving the site. This streamlined the process and avoided the requirement to enter into a Section 38 agreement at the initial phase, therefore avoiding potential delays to the construction of the Integrated Care Centre. The highway layout was designed to an adoptable standard, to ensure the highway could be adopted via the Section 38 process relating to the later residential phases of development. Work therefore included the production of detailed highway design and construction drawings. To satisfy transport related planning conditions, work also included pedestrian and cycling accessibility analysis and the preparation and issue of a Travel Plan. OUTCOME All transport related conditions were satisfied following approval of the reserved matters submission by highway officers at Wiltshire Council. TPA have since been retained by NHS Property Services to provide transport input for the remaining phases of the development. The redevelopment comprises the reconfiguration/inclusion of existing hospital operations and the future provision of a nursing home, extra-care facility, key worker housing and a primary care facility. APPROACH We initially undertook a detailed review of existing onsite parking provision and management policies. We then established existing levels of parking demand through the use of available parking survey data and a comprehensive staff travel survey. This information was used to establish a proposed car parking management plan and Travel Plan in order to rationalise existing parking demand associated with the hospital. Further analysis and parking accumulation calculations were then undertaken to establish parking requirements for the proposed land uses on the areas of the site to be redeveloped. Throughout the process we have been liaising with the architect on the proposed masterplan, and have provided design and layout input with regard to transport. We have also undertaken accessibility analysis to identify opportunities to promote the future use of sustainable transport and alternative parking options. OUTCOME The masterplan is now being prepared for pre-application submission and we have been appointed to provide transport input throughout the planning application process. TROWBRIDGE HEALTH CENTRE OVERVIEW CLIENT NHS Property Services SECTORS Health LOCATION Trowbridge, Wiltshire PLANNING AUTHORITY Wiltshire Council HIGHWAY AUTHORITY Wiltshire Council PROJECT TEAM NHS Property Services One Creative Environments Ltd PROJECT MANAGER Simon Moody PROJECT DIRECTOR James Darrall RELATED PROJECTS Integrated Care Centre, Marshall Road, Devizes PROJECT We were instructed by NHS Property Services to support an outline planning application for the development of an integrated healthcare centre in Trowbridge, Wiltshire. The development comprises a 2,486 sqm Integrated Care Centre, which includes 236 sqm of B1 Office, with associated parking and access, located between the Trowbridge Community Hospital and Freetown Park. APPROACH We initially undertook pre-application discussions with highway officers at Wiltshire Council to establish the planning background and the required methodology and inputs required. We prepared supporting documentation, including a Transport Assessment and Travel Plan to support the planning application. The scope of work included the design of vehicular access arrangements, onsite parking layout, a parking accumulation study, trip generation and distribution calculations based on anticipated movements, and the agreement of off-site pedestrian infrastructure. Given the existing sensitivity to on-street parking on surrounding roads, we also produced a parking Technical Note to support the proposals and satisfy local stakeholders not to recommend the application be taken to planning committee. OUTCOME Planning permission was granted in January 2021. We have since been appointed to provide further input to the reserved matters submissions, including detailed footway design, a final Travel Plan, a Car Park Management plan and input required for a Traffic Regulation Order.
